The capital of Bilymas, Bilyroth is home to the human king, Servius III. Named quite literally "Shining City", Bilyroth is held as the pearl of Bilymasian civilisation. It's streets are clean, it's people amiable and it's beauracracy astounding. For those of less noble persuasion, the largely ignored poorer quarter, which according to the state doesn't exist, provides a more down-to-earth slice of reality.

The sections of Bilyroth

The Royal Estates
Location: Northern Quarter, five hundred yards from the North Wall.
Affluency: Incredibly High
Description: Sprawling over a thirty acre estate within the city walls, the Royal Estates are the home of King Servius III and his family. As the largest of the King's homes, though still quite small in relation to the city itself, the Palace is opulent to the extreme, known as the 'Jewel of Bilymas'.
Noteworthy constructions:
The King's Gardens - West of the Palace proper, six acres of preserved woodland
The Garrison - Houses the King's First, Second and Third regiments
The Palace Stables - Houses the King's Lancers
Noteworthy People:
Lord Dukanis - Advisor to the King
Duke Franz - General of the King's Army
Herald Juque - Known zealot, former assassin, King's Aide

The Noble Estates
Location: West Quarter, comprises half of the Western Wall.
Affluency: Very High
Description: Manors, mansions and miniature citadels comprise this area. The rich, powerful and preferred of the court inhabit the Noble Estates, carriages bearing coats-of-arms line the streets and crime is non-existant, mostly owing to the small garrison of fifty lancers and knights in the centre of the quarter.
Noteworthy constructions:
The Garrison - Houses thirty of the King's Lancers and twenty of the King's Third.
Elderberg's - Affluent haunt, large café and accompanying tailors frequented by the King himself.
Noteworthy People:
Liutenant Heren - First-in-command of The Noble's Garrison
Francis Elderberg - Owner and operator of Elderberg's

The Temple Forum
Location: Central Bilyroth
Affluency: Incredibly High
Description: Forming a Triangle, to encourage stability and harmony with the tomb of King Servius I at the centre, the Temple Forum is quiet, peaceful and always a place to come for relaxation and contemplation. The Temple of Setha to the North faces the Sun as it travels the sky from right to left, rising behind the Temple of Venith and setting behind the Temple of Malkior.
Noteworthy constructions:
The Faith Market - For those wishing to bless their weaponry, armour or trinkets, or to buy that special something for the next journey. Also sells sacrificial animals for the Temple of Malkior and other religious paraphenalia

High Priestess Terie - High priestess of the Temple of Setha
High Priestess Jewnel - High Priestess of the Temple of Venith
High Priestess Fen - High Priestess of the Temple of Malkior

The Merchant Quarter
Location: Cradling the south of the Temple Forum
Affluency: Moderate - High
Description: Constructed from higher-end materials, chief among them being stone and plaster, the merchant quarter is the home and workplace of the more successful traders of the city of Bilyroth. Everything from clothes and jewels to basic necessities like food can be found here, all of the best quality.
Noteworthy constructions:
Hani's Homely Horticulture - Reasonably priced herb and plant store, selling roots, leaves and shrubs
Gerth's Pearls of Grandeur - Expensive jewellery store selling both enchanted and mundane ornaments
Terrell's Emporium of Blades - High-quality weaponry shop, also trades in armour
Baltimel's - Tavern and gambling hall, serving fine ales and better women
Noteworthy People:
Alfer Gerth - King's petitioner on behalf of the Guild of Merchants and Traders
Am'kar Shinay - Trader in rare spices, found on the streets, of no fixed abode

The Trade Workhouses
Location: Eastern Quarter, Southern half
Affluency: Moderate
Description: Site of most of the less-successful enterprises in Bilyroth, the Workhouses are mostly factories manufacturing goods for the Merchant Quarter, or smaller businesses unsuited for higher-end areas of the city such as tanneries and dye-shops.
Noteworthy constructions:
None specifically, though most places here offer by-the-day work for 15-40 gold per day
Noteworthy People:
Foreman Nill - Operates The Galley, a small shipping enterprise. Well-known affiliate of thieves

The Warehousing Complex
Location: Eastern Quarter, Northern half
Affluency: Low - Moderate
Description: Constructed of wood and stone, these warehouses are the store for most of the city's commercial products. Due to it's nature, guards here are selected from the King's Second to guard the area night and day.
Noteworthy People:
Sergeant Melliborn - Commanding officer of the "Warehouse Watch" element of the King's Second

The Pleasure Quarter
Location: Between the Merchant's Quarter and the Trade Workhouses
Affluency: Moderate
Description: Gaudy and loud, this district comprises the night-life of Bilyroth. From taverns to whore-houses, everything to satisfy one's thirst can be found in the Pleasure Quarter.
Noteworthy constructions:
Amarilla's - Well-known tavern sidelining in narcotics
Bargi's - Popular tavern, fairly expensive
Keller's - Expensive bordello
Noteworthy People:
Keston Amarilla - Known smuggler, owner of Amarilla's
Foreska 'The Brute' - Enforcer at Keller's, reputed brawler

The Slums
Location: Outside the city walls
Affluency: Low
Description: A motley collection of the weak, lazy and career-criminals (or at least that's the Nobles' opinion), The Slums are a ramshackle shanty town outside the city walls largely ignored by the upper classes. An excellent place to remain anonymous.
Noteworthy constructions:
Shann's - Fairly decent tavern, at least no one's died there recently
Ellie's - Small apothercary, sometimes offers free help to the needy
Noteworthy People:
Grimm, 'The Rat' - Informant for the local militia
Kalli Forten - Small-time career criminal

Other Areas of Interest

Tomb of the First King
Location: Centre of the Temple Forum
Description: A massive construction of marble and gold, the Tomb is open for the public to view the coffin of the Humans' first king at all times while the Sun is above the horizon
Items of Note: The Tomb is a maze of passageways, and people are known to become lost inside. Any found inside the Tomb's walls after dusk are seen as grave-robbers, subject to the death penalty with immediate effect

The Guilds and Organisations Centre
Location: Centre of Merchant's Quarter
Description: A small, unassuming building, the Centre is home to records of all (legal) Guilds and Organisations in Bilyroth, including ledgers of membership and their accounts.
Items of Note: For a fee, the Centre will divulge any non-confidential information to civilians about a guild. This includes members' names.

Belle LeVert - Scribe of the Centre, has an amazing working knowledge of the archives
