Why is it that things that your everyday sort of person makes are becoming illegal to sell due to the inability to test them for toxins, yet certain toy companies that have know toxins in their toys, can continue to produce their less than sub-par health-wise toys?

Cloves Vs. Menthol:
Yes I'm going there. Why is it that clove cigarrets that were supposedly being targeted to younger smokers have become illegal when it's been proven time and time again that underage smokers are more likely to smoke menthal because their easier to get and are more cost efficiant? And why is menthol not being banned? When it is proven to be the most addictive? And are proven to be targeted towards younger smokers?
And why the hell are they banning my cigarretts when they still sell the damn ones full of gum that you can get from almost any ice cream truck?! That LOOK like menthols, and NOT cloves?!?
