I actually have no idea, it just seems that sometimes someone like [Viking] or [Avaz] or anyone else actually randomly awards them when you've said something cool or funny so I guess the trick is getting to know what they like and then commenting about that.

Also getting a comment on Essence of Junk gets you points on top of eternal fame!
