Koutso is Atara Lota's top commander. Hes the mini-boss who does all the field commanding. Not the brightest bulb in the box, hes nonetheless smart enough to get stronger and avoid the pitfalls of many muscle-brained stooges. This makes him very hard to defeat but Inari does anyway (of course) on a regular basis. They're very tough rivals for eachother and constantly push the other to greater heights.
Koutso is also, as you can see in his character sketch, very well armed. He usually carrys the best that Avatar has to offer, and is one of the few characters in this storyline to weild a gun. Hes not above playing dirty like that.
