Elftown April Fool’s Day 2008!

As the tradition goes, this year, yet again, the council and the assembly found it necessary to trick the poor citizens of Elftown, yet again. And they succeeded, of course, yet again.
This year’s prank was the following, as posted on the Mainstreet:

Mass Unbanning in a Week!

An announcement from your beloved Town Guards:
Due to Elftowners' good behaviour, there isn't as much interesting work for us as we've become used to. As [Hedda] has failed to provide meaningful employment, we intend to take matters into our own hands and unban all previously banned accounts!
However, [Hedda] and the Council have convinced us to protect the contributing citizens of Elftown. The unbanned jerks, art thieves and harassers will be automagically isolated from all members who:
a) have their own art in their house,
b) have badges in their badge slot, or
c) have sent at least five positive and/or constructive comments to other Elftowners during this week.
The value of comments will be determined by the receiver. Naturally, anyone who sends unhelpful or mass-produced messages will join the unbanned masses instead of gaining protection.
