You've already earned a badge for the reference pictures wikis, so you can't earn another badge for them. :) Secondly, the builders badge is given for building pages that have some official or semi-official use, and occasionally for wikis that become very popular with the community despite not being official. :)

And normal members can always offer to reorganise an official page if they have a good idea of how it could look better. You're helping re-organise the wiki's wiki page right now, aren't you? The Builder badge is also awarded for people who continue to participate in contests after winning/entering enough to have the full phase badge.

I added new lines between all the box tags and name lists, I figured it was tagging the badge images as us since we were lined up next to them in the lists.
